Why are Clean Air Vehicles (CAVs) being charged?
In the interest of maintaining reliable travel times in the Metro ExpressLanes, Metro has identified, evaluated and approved a group of congestion management strategies that includes CAV toll discounts to ensure that the ExpressLanes continue to provide substantial value and travel time savings to the maximum number of customers possible.
Isn’t it illegal for Metro to charge CAVs to use the ExpressLanes?
Authority to charge CAVs discounted tolls for access to ExpressLanes in the state of California was one of the provisions included in the original bill that granted HOV-lane access for qualifying CAVs. Allowance for discounted tolls for CAVs when accessing ExpressLanes is also formally granted in California Vehicle Code (CVC) 5205.5.
Why is Metro starting now?
Due to an extraordinary increase in demand for the ExpressLanes, officials have had to expand congestion management strategies to an ever-increasing population of drivers, to ensure these lanes remain available and retain their value to the maximum extent possible.
How much is the CAV discount?
The discount is 15% off of the posted rate at the time you enter the ExpressLanes.
What if I have a CAV, but I am carpooling?
If your vehicle meets the posted carpool occupancy requirements, and you have a switchable FasTrak® Flex transponder with the switch set to the correct position, you will not be charged the toll. If your CAV has a FasTrak without the switch, or your vehicle does not meet the carpool occupancy requirements, you will receive a discounted toll instead.
What do I have to do as a CAV driver?
Check your Metro ExpressLanes account to verify that your vehicle has been designated as a CAV. If it is not designated as a CAV, you may visit the website, customer service center, or call 1-877-812-0022 to register your vehicle as a CAV. Please have the proof of CAV decal on hand, as additional information may be needed.
I am not a customer of Metro ExpressLanes, but of another toll agency. What should I do?
Please visit the homepage where you will be prompted to enter your contact information, vehicle information and transponder number. This will be used to verify that your vehicle is a qualifying CAV. Please have proof of decal on hand as further information may be needed. Once verified, the transponder registered on the account must be used to receive the CAV discount. Non-Metro account holders are prohibited from using the registered transponder in any other vehicle when accessing the Metro ExpressLanes.
What vehicles are eligible?
Vehicles displaying a DMV-issued RED or PURPLE Clean Air Vehicle Decal are eligible for the discounted tolls. CAVs that do not have a RED or PURPLE CAV decal are not eligible for the discounted tolls. All vehicles, including CAVs are required to have a FasTrak transponder while traveling on the ExpressLanes. If you have a switchable FasTrak Flex transponder, set your transponder switch position to reflect the number of occupants (e.g., 1,2,3+) prior to starting your trip.
How can I qualify for the CAV discount?

What proof do I need to provide of a valid CAV?
A clean air vehicle decal certificate from the DMV is necessary for verification.
What verification steps are performed?
Your vehicle’s CAV qualifying status will be verified using your California license plate and the California DMV database of qualifying registered CAVs in the state’s decal program. Additional verification steps may also be performed as needed to confirm eligibility.
Do I need to keep the same transponder in the same car?

If you received your transponder from an agency other than Metro (i.e. your transponder does not have the Metro logo on the back), you must always use the same transponder with your CAV when driving in the Metro ExpressLanes. You are prohibited from using this transponder in any other vehicle when accessing the Metro ExpressLanes.

If you received your transponder from Metro or one of its retailers (i.e. your transponder has the Metro logo on the back), you are not required to keep the same transponder in your CAV at all times.

I have a CAV with a metal oxide windshield, which does not allow the transponder to be read. What should I do?
Discounts for CAVs with metal oxide windshields will be handled separately from all other CAV discounts. If you have not done so already, please log into your Metro ExpressLanes account on the homepage and use the vehicle information pages to indicate that your vehicle has a metal oxide windshield. Metro may require evidence of a qualifying metal oxide windshield on your vehicle before allowing that vehicle to participate in the separate CAV discount program for vehicles with metal oxide windshields.
I drive a CAV, but didn’t receive a toll discount. What should I do?
If you have a verified qualifying CAV account, please contact customer service at 1-877-812-0022. If you do not have a CAV account, please visit metroexpresslanes.net, the customer service center, or call 1-877-812-0022 to set up an account.
Do I need to have a CAV sticker to be eligible for the discount?
Yes, vehicles must display a DMV-issued RED or PURPLE Clean Air Vehicle Decal to be eligible for the discount. Vehicles that do not have the qualifying CAV decals are not eligible.
Is any vehicle with a CAV sticker eligible for the discount?
No - Currently only RED or PURPLE decals are eligible. YELLOW, GREEN, or WHITE CAV decals are no longer available.
If I am driving alone in my CAV and the ExpressLanes say "ALL VEHICLES MUST HAVE 2+ OR 3+ OCCUPANTS AND FASTRAK FLEX", am I still allowed in?
No, a CAV with only one occupant would be prohibited from entering the Metro ExpressLanes when the sign says ALL VEHICLES MUST HAVE 2+ OCCUPANTS AND FASTRAK FLEX or ALL VEHICLES MUST HAVE 3+ OCCUPANTS AND FASTRAK FLEX. If a solo driver in a CAV does enter they must pay the maximum toll rate. If a single occupant in a CAV is already in the lane before the sign changes to ALL VEHICLES MUST HAVE 2+ OR 3+ OCCUPANTS AND FASTRAK FLEX you may stay in.
